I just worked with a mom who had this exact thing going on.  She quit
nursing her first baby  on day 7 for the same reason.  After running through
every possible thing I could think of, we narrowed it down to her mother !

Mom came to her home right before each birth and stayed for the first month
to do cooking, etc.  Turns out Mom loves fresh sage and uses it at least two
meals per day.  For this mom, that was enough to suppress lactation
significantly.  Within a week after stopping the fresh sage, she was seeing
milk drops with letdown.  Her mother was unable to feed her and her three
siblings from what she suspects is the same reason.
