As someone who very briefly worked at the Denver Mothers' Milk Bank for about
a year as an Assistant (and would love to return some day in the future once
kids are older :), I believe that the Milk Banks do encourage moms to donate
who have babies that are less than six months old.  One reason for this is that
it is easier for a mom to donate who has already established a pumping
routine prior to six months.  My understanding and recollection is that moms who are
established do often go on to continue donating as their baby gets older.
