Before jumping to developmental delay, there are a couple other things to explore.  First, how's the frenulum?  Babies who breastfeed sufficiently, yet the frenulum is tight, sometimes cannot manage solids.  Among other things, the tongue won't trough well to form and deliver the bolus of food, hence they won't swallow anything with texture.  Second, I'd suggest the mom ask the doc to refer to an SLP or OT who is trained in pediatric feeding therapy.  (some will do a free screening)  They can check strength and function, see what's working and what needs help, for the baby to tolerate solids. --Assuming it's not allergies.  I'll let someone else go there.  :)
