I've known one of the girls, Mary Puchalski who has been intimately involved in the S.T.A.B.L.E. program, and I had the program offered to staff a few years back when I was a clinical specialist.  This program is specifically targeted to the management of hypoglycemia for babies being readied for transport.  As you mentioned, these babies on transport many times are NPO and thus require IV fluids to maintain their glucose levels.  The program is not intended for the management of hypoglycemia of all newborns in-house.  You are experiencing another case of rule-setting that mandates policy for "all" cases.  I hear your frustration.....
