LC-to-be.  I would think that is an unauthorized use of the term Lactation
Consultant."

It is not uncommon for job applicants to represent that they will be
receiving an expected degree in the near future - eg. "BSc November 2003" or
"LLB pending June 2004".  Where would the job market be for almost-graduated
students if they were not able to refer to the qualifications they expect to
have once they graduate?  I don't see this as being much different, and I
don't think it is unreasonable to represent to others that you expect to
receive a certain designation if you are fairly confident you will.
Obviously if you don't receive the expected accreditation, you stop making
that representation.
