Since this mum is already breastfeeding I would consider hormonal protocols 
that would deprive the 2yo of milk unhelpful. She's got plenty of time to 
build her milk supply with pumping beforehand and with a little baby 
relactation at the breast is often very easy (she might find it helpful to 
think about what sort of care might maximise breastfeeding and therefore 
milk production).
Information on how milk composition changes in relactation cases is pretty 
milk non-existant, it could very well be the case that with newborn 
breastfeeding frequency that the milk will be as you would expect for a 
newborn once past the transitional stage of milk production (ie suited to 
the infant rather than the 2yo). Regardless, the milk will be absolutely 
fine for the baby. Relactation is a normal natural process, a back-up 
mechanism for situations where children cannot be breastfed by their mothers 
and has been practiced for literally millennia. However, as someone else 
mentioned, if the first mother is willing to share colostrum with the second 
mother then that would be a good thing for the baby.

A Mother contacted me and explained that a surrogate is going to give
birth to their baby near the end of June. The Mom (not the surrogate) is
occasionally nursing her two year old. Do you think doing a hormonal
protocol is necessary for her to build her supply or should she build
her supply by pumping and nursing after birth? She is also concerned
that the milk being made now is for a two year old and not a newborn. I
told her it was still better than articifical milk.
