Without getting into whether or not ALL babies need moreVit. D than they get naturally, I would much rather see the recommendation stated more as follows:

"Babies today need more Vitamin D than they typically can get from sunlight.  If the baby is formula fed, the Vitamin D has been added to the formula at the factory (a subtle reminder that ABM is a manufactured product, not a natural one!).  If breastfed, baby can be given vitamin D drops."  

This avoids making it seem that breastmilk is deficient.  Without the added Vitamin D, formula is also short on it.  It's a matter of how it gets to the baby, not whether one is "deficient".  The circumstances in today's world that leads to concerns about sufficiency of Vit. D have nothing to do with how the infant is fed, so let's not make it seem like it is!
