Debbie-
What about the high levels of mercury in tuna?  I would think that would be an even greater risk than the "not highly cooked" issue.  There are so many warnings about fish with high mercury levels and how young children and any pregnant or women of child bearing age should avoid such foods.  Hale's book rec is to avoid fish with high mercury content, with mercury having an L5 risk.
As yummy as it is, I would avoid it!
