Rarely.  In fact, it is primarily just the opposite.   A baby that has a poor
suck which may have, in fact, contributed to a lowered milk supply, seems to
improve tremendously with use of the supplementer, increasing mom's milk
supply and his suck simultaneously.  If a baby isn't getting much of anything
from the breast, and weight is so low that he needs calories to effectively
function, then the SNS is a very helpful way of getting the calories into
him, thus improving the quality of his suck.

If a baby can get plenty of milk from the breast by correcting the latch and
using breast compression, then there shouldn't be a problem in the first
place.

Increasing the mother's water consumption beyond satisfying her natural
thirstiness and keeping her urine clear to light yellow and increasing her
caloric intake beyond whatever is "normal" for her is not going to increase
milk supply.
