Naomi,
Excellent comparison with mandatory organ donation mention.  While I
think it is an excellent idea, I suspect that one objection will be that
while organs are a part of the deceased baby the milk, while there
because of the baby, is actually a part of the mother.  I would hope that
any moms who have done this would be able to speak about it in support
groups.  This might be the first step at increasing awareness of donating
milk as a normal option.
