I am a project manager for a Baby-Friendly project in Illinois in which we have been working with health departments and hospitals to create a Baby-Friendly community while supporting the hospitals efforts to become Baby-Friendly designated.  One issue that has come up many times in this project is how many moms who do not qualify for WIC fall through the cracks of support when the hospital does not have outpatient services and there are no private practice IBCLCs or other support people in the community.  One of our health departments would like to pursue the possibility of having an IBCLC who is employed by the health department available to see any moms in the community and then the health department billing insurance for those services.  I would love to hear from anyone who has insight on the logistics of doing this...and getting paid!
