A baby suffering the aftereffects of meconium aspiration may be not capable
of breastfeeding yet.  Or, it may be hospital routine that babies in the ICU
aren't offered the chance.  You could try to find out, carefully.

this mother with the immediate swelling in her breasts.  And keep
encouraging her, that is the Most Important Thing in what must be a scary
situation for her.
