Another possibility with the care givers giving formula
instead of mother's milk is laziness.
One of the mothers I helped moved her child from a place
that was doing this.  They knew when they gave formula, the
baby slept much of the day.  They told her so.  It is a lot
easier to care for several babies if they are all asleep.
This mother switched to a private home with an experienced
breastfeeder responding lovingly.
Hope the baby in the question is as lucky.
