WOW! My heart is warmed today by the response of this hospital NICU to this mom's request for no formula or whey product supplementation. In my part of the country (USA), this would be done with or without the mom's permission. And if she raised a stink, Children's Protective Services would be notified of "parental neglect." In my area, the hospitals act like they "own" the baby and  they are not going to work with mom's ideas or requests. (SIGH)

Could mom pump after feedings to get a hindmilk supplement?

I have seen information about how either a lack of fat or protein in mom's diet can affect her milk supply to be lower fat in Auerbach's and Lawrence's books. Check those resources so you can show them to the mom. 

Thank you for trying to help this mother rather than working against her. She doesn't know how lucky she is!
