Regulations world wide are as follows-
Dry ice maybe carried on the airplane, provided it does not exceed 2 kg or
4.4 lbs, and is carried in a container which allows the co2 vapors to
escape (not airtight).  If carried in checked luggage, you must get the
permission of the airline.

If the milk starts frozen, and the flight is resonably direct- there is
probably no reason to buy dry ice, regular ice packs are probably
sufficient.
