If the mother chooses to attempt relactation, any milk she obtains could be
given to the baby via any method baby is willing to accept. If she will not
breastfeed, how about a cup?

Other issue is why baby struck in the first place.  I would try to get a
handle on that first before attempting the relactation. If the baby refuses
to suckle, mother will have a much harder time (unless she has continued to
maintain her supply during the striking period).
