Phyllis is absolutely right.  When we were trying to get equal "privileges"
for our non-RN IBCLCs where I worked, the hang-up was in the issue of
licensing vs. credentialing.  According to hospital policy (and we were told
it was state standards) for example, only RNs could take a phone order from
a doc.  We required a doc's order for a consult in order to be able to bill
insurance.  Others who could take orders were licensed by the state (OTs,
PTs, etc.).  Just as with LPNs, the non-RN IBCLC would have to have an RN
either take the order herself or listen to a recording of the order to
"verify" it.  Eventually they were able to change the hospital policy (don't
know how the supposed state standard as addressed) to include IBCLCs.  We
had a supervisor who was initially skeptical of the non-RNs, but who was
"won over" by one who was with us for an internship (and who also happened
to be the wife of one of our docs) and wound up working very hard to get
this changed.
