This looks like a followup of the PROBIT study in Belarus which also found no benefits related to asthma. 
One suggested contributory factor was that working mothers generally stay home for several years. There are few, if any, babies and toddlers in what we know as Day Care. 
Need to pull out the PROBIT study and review that in light of this new Belarus study.
