Selling means the exchange of money for goods. Selling a product involves
some marketing, or else the customer couldn't find or buy the product. For
example, many stores in the USA legally sell cigarettes (but not to minor
children).

Marketing does not necessarily include sales. For example, cigarettes cannot
legally be marketed directly on TV in the USA.
