The only part I thought you overlooked was the break or crash of the
wave.  There is this build up of energy and intensity then it crashes or
breaks.  The wave then recedes a bit only to make another go at it.

I see the break/crash as the release of tension.  It may be the tension
burnout bottoming out or success with something critical and important
to you - getting through to some recalcitrant person(s).  As the wave
recedes a person could be backing up to lick their wounds or could be
seen as getting ready to make another mad dash at the obstacle.
