this just came up at UCSF obstetric conference that I attended last week.  The maternal fetal medicine specialist who was reporting her research on Hep B and C in pregnant and postpartum women, unequivocally recommended breastfeeding but did suggest (not based on research, there hasn't been any on this specific topic) that breastfeeding should be suspended while there is any open wound on the breast as mom's infected blood could, theoretically, increase the viral load exposure to the baby. No one asked about wounds in baby but she did talk about research showing that while there is hepatitis virus in breastmilk the amounts are very small and there is considered to be no real risk to the baby while breastfeeding.  So the nursing after frenotomy shouldn't be a problem but I would present this information to my client and let her make the choice that she is most comfortable with.
