Firstly, I would have her check with her insurance company to see if they cover pumps.  If so what kind do they cover because that would be the least expensive option.  Next, I would see if she qualifies for WIC.  In New Mexico we give our pumping moms Medela Advanced Double Electric pumps (basically the Pump In Style in generic packaging).  If neither of those are options I would look at finding a closed system pump (Hygeia, Ameda) and look at companies who follow the WHO code (also Hygeia and Ameda).
The Medela Pump In Style is effective, but they are not code compliant (which I have issues with that many moms would not).  I was a WIC mom before I came to work for WIC and have the Medela advanced double electric pump (when you are broke you take what you can get).  I have never had an issue with it, it worked well for me, but I have had some moms hate it.  I think the best things is discuss options and then have her research and read reviews from other moms.
