I work at a large tertiary care center where we used to keep babies
NPO for 1 hour before Circs.  Of course doctors never got there when
they said they were going to.  We did a literature search and
querried other hospitals.  We now do not require any NPO time for
either Bf or Btlf infants and have had no problem with aspiration etc.
  I believe it is dangerous to hold off breastfeeds especially since
there is research to show that infants feed poorly after circs.  This
could put some Bf infants at risk for dehydration.
