Hi Felicia
this mother may have a chemical sensitivity to chlorine. Does it happen when
she is swimming in chlorinated water, esp. heated pools/spas?
I suggest you do a search with eg Google for 'chemical sensitivities
chlorine'
I would tell her to stop using bleach too.

I don't think it would effect the milk as such.
