I'm guessing you're looking for a US cord blood bank, but I thought I'd
mention that the University of Alberta here in Edmonton started the first
public cord blood bank in Canada almost 10 years ago. It was recently in the
news:

This news story mentions research being done at Duke, so you might try
there.
