Hi Lisa
 I agree with Kathy that this problem is not about a mother's  situation but 
about staff attitude. I have worked at WIC for over 16 years and  found this 
is the answer.Many women work in situation that "appear" to make  pumping or 
expressing their milk difficult, but it is still better for their  babies to 
receive breastmilk than formula, we all know that here. What did women  do before 
formula???? 
But until staff members " see the light" they continue to believe formula  is 
easier. This happens in WIC and in hospitals. This is more about personal  
beliefs imposed on a mother superceding a public health priority. We found this  
attitude to exist in all types of settings.  Our only solution has been  
education of staff whenever and wherever we can. Indiana has  developed several 
programs to try to make change but it is a slow process.  So we have also 
learned, once is not enough and we have to do this continuously  and in different 
ways. Just remember it is about education. And change comes in  baby steps!
