It sounds like this baby should be seen by a NDT(Neurodevelopmental
therapist) and/or PT/OT.  By 10 weeks of age this baby should have a more
organized suck.  You are right, people who are experienced and qualified are
the only ones who should do "suck training".  There are a few instances where
you can use some information from a book and correct the situation but this
sounds like a case when more qualified help is needed.  It could be tonic
bite, it could  be a bunched tongue, it could be any number of things.  The
UCLA educator course used to give a directory of NDT therapists sorted by
state.  Check the phone book under "physical therapy" also try the local
Easter Seals office or the local school district (if they have speech
therapy).  Good luck!  By the way, if the mother does decide to see someone
ask if you can accompany her.  It is a good learning experience.
