non-licensed IBCLCs UNLESS they are offering care "incident to" that offered  by a 
licensed provider like an MD.
~~~ Question/clarification: Is this referring to IBCLCs who do  not also 
have a license from another profession (  RN,PT, OTR/L,etc)? As far as I know 
there are no "licensed IBCLCs" meaning that  the IBCLC profession is not a 
licensed one. Am I missing something?
