If this is just a dad who needs a job, or wants to do something "bonding"
with the baby I suggest making dad the person in charge of baby's bath.
Tell mom to leave the room and let dad do it.  DO NOT hover over dad while
he bathes the baby.  Let bathing be his "thing".  It is a pleasant and fun
activity for all.  Tell mom to take a nap/doze/read anything but be in the
same room, unless dad wants her there.

This way bath-time is the special time for dad and baby together.  This has
worked for many families IMNSHO.
