If the written standard of care in your hospital is to have every mother (or
every declared bfreastfeeding mother) seen by a lactation consultant, you
should have no problem with HIPPA - you have the right/responsibility to
review the charts and talk with the patient.

I do feel however, that it is the post-partum nurse's job to know enough
about breastfeeding to be able to assist most moms.  Lactation consultants
are just that - consultants - not primary caregivers. There is a tremendous
problem with labor & delivery and post-partum nurses abdicating their
responsibility to know about breastfeeding and to help mothers breastfeed in
many hospitals when LCs are readily available (as in my own hospital with 7
FTE LCs).
