About PBDEs, I don't know, but with contaminants such as PCBs, yes,
breastfed infants can have higher levels b/c of breastmilk exposures.
There was a study, however, that indicated that the formula fed babies
fared worse than the breastfed ones even given that the formula fed
babies' levels of PCBs were lower (more ear infections, etc.). In other
words, breastmilk may have helped ameliorate the prenatal exposure to
PCBs that both sets of infants had had.

I am looking for more studies that would confirm this, if anyone can
lead me to any.
