The original study was in the October 23, 1998 issue of Science.  It was
reported widely in newspapers at the time.  Notice the focus on how much
money it would cost for special education to overcome the 3 point IQ deficit.

There was also a specific study reported since then, done in Philadelphia,
that had the same outcome.  I'm not at my office, so I don't have access to
the Philadelphia Inquirer newspaper story about it.  In that study, the
cocaine-exposed babies had an average IQ of 79, while the non-cocaine
exposed babies had an average IQ of 82.
