If it is of any help--our county wrote a furious letter last year to
Foundation Health and our State Medicaid office regarding Foundations
intent/use/contract with R. labs enrolling ALL THEIR PREGNANT CLIENTS,
including Medicaid, (which was our issue at the time) in the Welcome Addition
program and backed it up with ILCA documents etc.e We sent it to several Fndt
officials, and with other supporters, "layered {their} desks with it".  They
backed off, and the state immediately asked WIC etc to draft a policy
regarding brfdg support in the Medicaid population/contracts.

If you would like a copy of the letter/response (which unfortunately only
addressed Medicaid, though we wanted it pulled from ALL clients) you are
welcome--I would say they have been primed/at least have heard some arguments
before and with more letters may erode to include more supportive measures.
