 The same thought crossed my mind, as Suzanne stated. Once a mother has been
feeding formula for some time and relactation is not a possibility, I don't
know that a health professional should be prohibited from giving out some
free formula. On the other hand, health professionals might no longer be
recipients of free samples, etc. to give out so it would be a moot point.
The law also might stop practices like the one posted here in the past week
that made my blood boil--OBs office giving out free formula to pregnant
women at 30 weeks.  That is inexcusable.
