I am curious, are we speaking of oregano essential oil or a carrier oil infused with oregano?  What type of oregano?  There are a variety of oregano plants and how the oil is prepared makes a huge difference. The concentration also plays a part.  I would be advising the mother to seek out a qualified aromatherapist if she is using an essential oil, or a herbalist for an infused oil.  Oregano essential oil can be contraindicated, but there are too many factors.  -Renee Palting
