And who is teaching moms the correct way to measure, mix, and give the  
formula, store the opened formula, clean the bottle, and provide safe water to  mix 
it? Is the shelter volunteers checking for expiration dates, damaged cans,  
etc? Who is ensuring that the formula in not being used to cut drugs, or taken  
back to the discount giant stores and traded in for gift cards that mom can 
use  for beer and cigarettes? Who is determining if the formula is the correct 
type  needed for the baby's particular health conditions? Who is responsible 
for  making sure that mom is signed up for services for which she is eligible ( 
WIC,  Food Stamps, Food Commodities, Transitional housing, housing 
assistance, etc)?  It sound like a very small bandaid on a very large wound. Just 
providing the  formula isn't ensuring the health and safety of the baby.
