Arly,
I call moms who are unconcerned with their babies' needs mentally ill.  I have
very rarely seen mothers starve their infants, and have needed to enlist the
father or support services to assist the family.  There is a difference
between the mom not having the emotional or temporal resources to do what we
suggest; or chosing not to follow medical advice based on their own reasoning
or values (the anti-vaccination crowd, for example); and those who are so
wrapped up in their own emotional needs that they are unable to attend to
baby's needs.  I do not call this non-compliance.
