This sounds like a program coming out of the Healthy Start grants.  Each
State gets Healthy Start money and is supposed to start early intervention
programs with pregnant moms with the money.  Here is Florida Healthy Start
has a LOT of money because our governor before the present one was very
interested in children's health and development.  The programs are by county
here in Florida and in Delaware there was a program in New Castle County
sponsored by one of the hospitals.  Have this person call her county health
department and start asking questions.  Hope this helps.
