While I was in Burma, we found that if mothers allowed babies free access to the breast during the day (often fed more than 12x) and then slept with baby (ie baby pretty much attached to the breast), we say copious milk secretion with swallowing by around 10 days (may have started earlier but we didn't see them very often) and we started withdrawing support for artificial feeding at around 21 days.  Artificial feeds were given ad lib after a breastfeed by cup and not by bottle.  There were no breast pumps, no SNS, and no OCPs available.  In this culture babies are rarely put down.  I would suggest that your mum be spending most of the day skin to skin with her bub for the next few days.
