You are talking about 2 different things here, and the key is whether or
not mom ever fully lactated before.  Adoptive BFers (who have never BF)  -
you will find that many don't get a "complete" supply.  I don't think there
are many firm figures on this tho.  Years ago Kittie F. said that an
adoptive mom needs to go into this with the idea that it is a nursing
relationship, not "how much milk can I make" proposition.  In other words I
may supply 1/3 or 1/2 or even 3/4 of what my baby needs, but s/he is
getting ALL that s/he needs At the breast.

Don't let anyone fool you.  Relactation is Hard Work.  It is not a day at a
party.  It is weeks in the slave labor camp. These moms are dedicated and
have a desire.   The problem I see with moms at 6 weeks or 4 mo with low
supply is that they don't want to put in the intense labor needed to revive
the supply.  It's easier to give a bottle.  So I believe protecting the
supply in the first place.  saves everyone a lot of time, trouble and grief
