Hey Janice,
One way to apply some effective pressure is through letters to the editor.  This can change a business owner's attitude pretty quickly.  Letters to the editor are generally one of the best-read parts of the newspaper, and can be a great influence on educating the community,

No wonder few complaints are filed, there sure doesn't seem to be an simple
or clear process for this.

I mean, if there are no means to enforce the laws, of course businesses
won't care if they don't comply?
