Have been  reviewing tons of cow's milk allergy info lately.
CM allergy via breast milk is very possible.  (Also nutramigen is CM 
based.-just highly processed)  Soy doesn't seem to help in these situation 
either.

The bottom line is for her to eliminate dairy, possibly beef.  If she 
can't/won't do that then the special formulas are extremely expensive.  Her 
choice.
