Wow. 

1) First I think a good starting place would be to see if your hospital is collecting data for Joint Commission on the breastfeeding pre-natal core care measures. The data collected and sent it to Joint Commission is critical for any hospital to continue to serve patients. If this core measure is one that your hospital collects then you will have the support from the highest members of the hospital. Not rooming-in increases supplementation as we all know. If your supplementation rate is high then the hospital will not be proud to submit this data and they will actually show how they are improving the results. 
 Once you have support from the top then you can work your way

2) One step in the baby friendly process is that physicians need to have 3 hours of breastfeeding education. So it may be helpful to educate them before changing the 'rules'. Doctors do so much better if they are the ones that come up with the plan/idea. Doctors also do better if they teach themselves so you may want to do your training a little differently then when training the nurses. Such as give each doctor a topic that they need to research (offer your assistance, books, research) and then they need to present to the rest of the group - remind them that it has to be a 'positive' for breastfeeding. If you can get them more accepting of the wonderfulness of breastfeeding then you can ask them what suggestions they have to improve the hospitals breastfeeding rates - because now - you have the 'higher up' saying something needs to be changed to increase the rates sent to Joint commission.
