Ann, I second your frustrations.
I am in Florida, and our State Department of Health recently passed down money for a community breastfeeding education project to our local area health education centers, and I was told yesterday it is part of or under or inspired by the obesity prevention plan.
(Honestly I was so excited to get to be a part of this pilot program that I didn't even ask as many questions as I have now).
So perhaps if the US National DOHHS continues to shy away from breastfeeding as a part of obesity prevention, then our individual States can pick it up.
