Pamela,
I am assuming the baby is nursing well? That this is not an issue of poor milk exchange and frustration at the breast?
    You say mom has cut out cow milk products (was the AIM from soy or cow milk?) and peanuts. But what is the "etc"? Has she removed any other foods? There are other very common allergens, such as soy, wheat, eggs, shellfish, citrus, corn and chocolate. Did anyone evaluate the mom's pregnancy diet? This is how I usually pick up on the likely allergen(s). What about artificial ingredients (sweeteners, colors, flavors, etc)? If the baby is allergic to cow milk, and very sensitive, she might need to avoid all cow protein.
    Also, many moms who "cut out" cow milk don't really do it completely. Has anyone gone over a complete list w/ her? How long has it been since she eliminated cow milk? It can take 2-3 weeks of complete, absolute elimination for symptom resolution.
    Although 2 doctors ruled out thrush, have you? As you know, many doctors do not accurately diagnose thrush, esp if there are no visible symptoms, so she may need to see a different doc if you think it is the underlying issue.
    BTW, mom isn't taking contraceptives, is she--sometimes moms do not think of them as "medications"?
