I think Jennifer O'Quinn's explanation of how/why infant mortality statistics might differ in other countries is valuable. When governments or policicy makers use a variety of standards or definitions to quantify any phenomeon the outcomes are difficult to measure and compare with any certainity. 

This is similar to the problem occurring in the sudden infant death and unexpected infant death contoversy which has been discussed at length on this forum. When there is a lack of clear definition or, say, catagory of death the conclusions are unclear, and from that point, poor policy can be developed...like statements about never sleeping with a baby. 

Don't believe everything you read...especially when the definitions are unclear. It pays to ferret out the details. Anne Andrianos, IBCLC
