I'd like to qualify that.  I would never recommend swallowing tea
tree oil, but it certainly can be used inside the mouth (just like
you don't swallow mouthwash, toothpaste, flouride etc).  Like any
topical treatment, it should be tested on a small patch of skin
before use.
