There is a lot written on this subject and much is difficult to understand
and interpret considering (in particular) the definitions of breastfeeding.
That said I would rephrase what you wrote (below) and instead ask the
question "Should parents be concerned that the intelligence potential of
their child will be negatively impacted if they do not receive breastmilk?"
I think that on the basis of the information currently available you can
answer "Yes, they should be concerned"
