My twins, now nearly 15 had otitis serous which the ENT closely followed
from the the time they were 9 mos. old until we finally put in PE tubes at
18 mos.  We used various decongestants without much response.  The fluid
delayed their speech (although their receptive language was fine).  They
had several years of speech therapy in order to make up for that crucial
period when they just couldn't hear well enough to mimic speech.

On the other hand, my two year old had negative pressure in his right
Eustacian tube for several months (9 - 12) which did NOT develop into "glue
ear" (where the fluid becomes thick and gummy) and finally resolved itself
a couple of months ago.
