I didn't get there your way but I did get there via
http://www.ibest.com.br/vote/index.htm

then I clicked on the left "vote aqui"
then I unchecked the 2 boxes
then I scrolled down to #10 - saude' (health)
then I clicked on the picture of the site and it appeared in the no. 1
box on left.
then I clicked votar
hope it worked and this may work for other lactnuts who want to vote.
